I work with much the same type of stuff, mostly scientific and medical metrology systems that are too expensive to retire and too expensive to upgrade. Microscopes, interferometers, scanners of all sorts most of it not needing a real time OS. I’ve come across all sorts of people still using Win 95, it’s much wider than you expect. Windows does it's best to force this to be used- the OFN_EXPLORER flag is assumed unless a dialog template or hook routine is specified, in which case it will fallback to the old-style dialog we see here. The old dialog itself cannot be changed either.
